Mining Minister says revenue loss can be assessed after new rules take effect

The amendment of the MMDR Act has also been creating confusion in terms of Odisha’s mining revenue.
The matter was raised in the Assembly by Congress MLA Tara Prasad Bahinipati.
He questioned whether the amendment could have any financial implications for Odisha.
He further enquired about the mining revenue collected in Odisha in the past.
To the question, Steel and Mines Minister Bibhuti Bhusan Jena replied.
He informed that it is not possible to estimate the revenue implications at present.
It is because the government has to formulate rules under the amended act.
Additionally, the terms and conditions have to be finalized.
According to the minister, the revenue of ₹46,396.50 crore has been collected in 2023-24 by Odisha.
The aforementioned amount is Odisha’s mining revenue collection.
The minister gave the latest figures for the year 2026-27 also.
₹21,586.19 crore had been raised in Odisha till 15th September 2026.
The financial repercussions of the amendment were also discussed in the Assembly debate.
Members from the opposition side had issues regarding the revenue effects of the amendment.
However, the government has yet to give an estimation of the loss.
